Good question . Historically Bihar and W.B politicians want the raliway ministry to employ their statemates in lower grade employments .That helps in gaining votes . Now that it has become a trend , no PM has got the guts to allow other states to have a finger in the pie. Madhav Rao Scindia ( MP) and CK Jaffer Sharief ( Karnataka ) were two exceptions .
